Commercial Information Circular No. 180/2017

European Union (EU)* : Imposition of a definitive anti-dumping duty on imports of certain heavy plate of non-alloy or other alloy steel originating in the Mainland of China

Further to Commercial Information Circular No. 796/2016 of 12 October 2016, the European Commission has published an implementing regulation to impose a definitive anti dumping duty on imports of certain heavy plate of non-alloy or other alloy steel originating in the Mainland of China. The regulation is available at:

2.Salient points of the regulation are set out below-

(a) Product : Flat products of non-alloy or alloy steel (excluding stainless steel, silicon- electrical steel, tool steel and high-speed steel), hot-rolled, not clad, plated or coated, not in coils, of a thickness exceeding 10 mm and of a width of 600 mm or more or of a thickness of 4.75 mm or more but not exceeding 10 mm and of a width of 2 050 mm or more currently falling within CN codes ex 7208 51 20, ex 7208 51 91, ex 7208 51 98, ex 7208 52 91, ex 7208 90 20, ex 7208 90 80, 7225 40 40, ex 7225 40 60 and ex 7225 99 00 (TARIC codes: 7208 51 20 10, 7208 51 91 10, 7208 51 98 10, 7208 52 91 10, 7208 90 20 10, 7208 90 80 20, 7225 40 60 10, 7225 99 00 35, 7225 99 00 40)
(b) Rate of Duty : 73.7% of the net, free-at-Union-frontier price, before duty (except for a number of companies with individual duty rates from 65.1% to 73.7%)
(c) Effective Date : 1 March 2017
(d) Duration : 5 years
(e) Collection of Duty : The amounts secured by way of the provisional anti-dumping duty imposed by the Commission with effect from 8 October 2016 shall be definitively collected

3.For traders involved in the exports of the subject product from the Guangdong Province, please contact Yue Yang, Director of Trade Remedy Division under the Fair Trade Bureau of the Department of Commerce of Guangdong Province, at 8620 3881 9083. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
