Commercial Information Circular No. 1085/2017

European Union (EU)* : Termination of the investigation concerning the possible circumvention of anti-dumping measures on imports of certain seamless pipes and tubes of stainless steel originating in the Mainland of China by imports of the same product consigned from India and the registration of such imports

Further to Commercial Information Circular No. 160/2017 of 23 February 2017, the European Commission (the Commission) has published an implementing decision to terminate the investigation concerning the possible circumvention of anti-dumping measures on imports of certain seamless pipes and tubes of stainless steel originating in the Mainland of China by imports of the same product consigned from India, whether declared as originating in India or not.  The decision is available at:

2.The investigation findings showed that there is due cause and economic justification other than the avoidance of the anti-dumping duty for any change in the pattern of trade between the Mainland of China, India and the EU. The Commission concluded that the conditions to consider that circumvention is taking place are not fulfilled and, as such, the anti-circumvention investigation should be terminated.
