European Union (EU)* : Termination of the Anti-dumping Proceeding on Imports of Certain Seamless Pipes and Tubes of Iron or Steel, of an External Diameter Exceeding 406.4 mm, Originating in the Mainland of China

Further to the Commercial Information Circular No. 146/2013 of 18 February 2013, the European Commission (the Commission) has published a decision to terminate the anti-dumping proceeding concerning imports of certain seamless pipes and tubes of iron or steel, of an external diameter exceeding 406.4 mm, originating in the Mainland of China.  The decision can be accessed through the following link:

DETAILS

2. On 16 February 2013, the Commission initiated the anti-dumping proceeding following a complaint lodged by the Defence Committee of the seamless pipes and tubes industry of the European Union ('the complainant') representing more than 25% of the total Union production of certain seamless pipes and tubes of iron or steel, of an external diameter exceeding 406.4 mm.  The complaint was said to contain prima facie evidence of dumping of the product and of resulting material injury that was sufficient to justify the initiation.

3. By a letter of 9 September 2013 to the Commission, the complainant withdrew its complaint.  As investigation had not brought to light any considerations showing that such termination would be against the Union interest, the Commission considered that the proceeding should be terminated.  Interested parties were informed and no comments were received.  Subsequently, the Commission adopted the decision to terminate the anti-dumping proceeding concerning imports of seamless pipes and tubes of iron or steel, other than of stainless steel, of circular cross-section, of an external diameter exceeding 406.4 mm, originating in the Mainland of China, currently falling within CN codes 7304 19 90, 7304 29 90, 7304 39 98 and 7304 59 99, with effect from 8 November 2013.
