European Union (EU)* : Termination of the Interim Review of the Anti-dumping Measures on Imports of Furfuraldehyde Originating in the Mainland of China and Repeal of the Anti-dumping Measures

Further to the Commercial Information Circular No. 394/2011 of 5 July 2011, the Council of the EU (the Council) has published a regulation to terminate the interim review of the anti-dumping measures on imports of furfuraldehyde originating in the Mainland of China and repeal the anti-dumping measures. DETAILS

2.The European Commission announced the initiation of an ex officio interim review of the anti-dumping measures on the product concerned on 5 July 2011. During the course of the investigation, it is revealed that, inter alia, significant price increase has dramatically reduced the margin of dumping of the concerned products from the Mainland of China; and that the financial situation of the Union industry has fully recovered from the injurious effect of the significantly dumped imports originating in the Mainland of China that were identified by previous investigations. Besides, it can be concluded that Chinese exports into the Union would not significantly increase if the anti-dumping measures are repealed, and the change in circumstances is of a lasting nature, etc.
 

3.In light of the above, it is considered that the present anti-dumping review should be terminated and the anti-dumping measures in force be repealed. The termination of the interim review and repealing of anti-dumping measures shall enter into force on 27 June 2012.

BACKGROUND

4.Definitive anti-dumping duty on imports of furfuraldehyde originating in the Mainland of China was first imposed from 22 January 1995 at a rate of EUR 352 per tonne. Following an interim review, the duty was extended for four years starting from 23 December 1999. Subsequent to an expiry review, the anti-dumping duty was maintained for a further period of five years starting from 29 April 2005. Following another expiry review initiated in April 2010, the definitive anti-dumping duty on the product concerned has been maintained with effect from 13 May 2011 for another five years.
