BACKGROUND
3.After the imposition of initial safeguard measure since 15 July 2008, the Turkish authorities initiated an investigation in June 2011 to review the safeguard measure upon an evaluation of a safeguard petition from the domestic industry. They concluded that extension of the safeguard measure was essential to maintain the efforts sustained by the domestic industry to adjust itself to the market conditions and preserve the positive developments realized by means of the safeguard measure and to mitigate the negative effects of these uncertainties in the global markets and to proceed the adjustment efforts by domestic industry. A list of developing countries exporting less than 3 per cent of imports to Turkey and hence excluded from the measure is appended in the communication.
