European Union (EU)* : Results of an Expiry Review of the Anti-dumping Measures on Imports of Steel Ropes and Cables Originating in, inter alia, the Mainland of China
Further to the Commercial Information Circular No. 522/2010 of 15 November 2010, the Council of the EU has published a regulation to maintain the definitive anti-dumping duty imposed on imports of steel ropes and cables originating in, inter alia, the Mainland of China as extended to imports of the same products consigned from Morocco and the Republic of Korea, whether declared as originating in Morocco or the Republic of Korea or not consequent to an expiry review. DETAILS
2. Salient points are set out below -
(a) Product | : | Steel ropes and cables including locked coil ropes, excluding ropes and cables of stainless steel, with a maximum cross-sectional dimension exceeding 3 mm, currently falling within CN codes ex 7312 10 81, ex 7312 10 83, ex 7312 10 85, ex 7312 10 89 and ex 7312 10 98 (TARIC codes 7312 10 81 11, 7312 10 81 12, 7312 10 81 13, 7312 10 81 19, 7312 10 83 11, 7312 10 83 12, 7312 10 83 13, 7312 10 83 19, 7312 10 85 11, 7312 10 85 12, 7312 10 85 13, 7312 10 85 19, 7312 10 89 11, 7312 10 89 12, 7312 10 89 13, 7312 10 89 19, 7312 10 98 11, 7312 10 98 12, 7312 10 98 13 and 7312 10 98 19). |

BACKGROUND
3. Definitive anti-dumping duty on imports of steel ropes and cables originating in, inter alia, the Mainland of China was first imposed with effect from 18 August 1999 with a rate of duty as 60.4% of the CIF net, free-at-Union-frontier price before duty. Following an expiry review, the duty was maintained for another five years with effect from 17 November 2005.
4. Consequent to two separate circumvention investigations, the definitive anti-dumping duty imposed on imports of steel ropes and cables originating in the Mainland of China was extended to imports of the same products consigned from Morocco (TARIC codes 7312 10 81 12, 7312 10 83 12, 7312 10 85 12, 7312 10 89 12 and 7312 10 98 12) and the Republic of Korea (TARIC codes 7312 10 81 13, 7312 10 83 13, 7312 10 85 13, 7312 10 89 13 and 7312 10 98 13), whether declared as originating in Morocco or the Republic of Korea or not (details can be found in Commercial Information Circulars No. 280/2004 of 9 November 2004 and No. 204/2010 of 12 May 2010).
5. Following a request from the Liaison Committee of EU Wire Rope Industries, the European Commission initiated another expiry review on 13 November 2010. As a result of the review, the definitive anti-dumping duty as extended to imports of the same products consigned from Morocco and the Republic of Korea, whether declared as originating in Morocco or the Republic of Korea or not is maintained for a further five years with effect from 10 February 2012.
