Dear Sirs,

Commercial Information Circular No. 437/2009

European Union (EU)* : Ecodesign Requirements for Televisions

Further to Commercial Information Circulars No. 331/2005 of 17 August 2005, No. 13/2009 of 6 January 2009, and No. 198/2009 of 17 April 2009, the European Commission (the Commission) has adopted a Regulation specifying the ecodesign requirements for televisions. Details are set out in Commission Regulation (EC) No. 642/2009 (the Regulation), which can be accessed through the following link:
http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2009:191:0042:0052:EN:PDF

DETAILS

  1. The Regulation specifies the ecodesign requirements, conformity assessment and verification procedures on televisions. Under the Regulation, televisions are defined as:
    1. television set - a product designed primarily for the display and reception of audiovisual signals under one model or systems designation. It consists of a display, and one or more tuner(s)/receiver(s) and optional additional functions for data storage and/or display, either in a single unit combined with the display, or in separate units;

    2. television monitor - a product designed to display on an integrated screen a video signal from a variety of sources (including television broadcast signals), which optionally controls and reproduces audio signals from an external source device. The device is linked through standardised video signal paths, but it cannot receive and process broadcast signals.
  2. Details of the eco-design requirements are set out in Annex I of the Regulation, which cover on-mode power consumption, standby/off mode power consumption, home-mode, peak luminance ratio, information to be provided, etc. These requirements shall be implemented in several stages starting from 7 January 2010 to 1 April 2012. Compliance with the ecodesign requirements shall be measured in accordance with the methods set out in Annex II.
