Commercial Information Circular No. 31/2008

Turkey : Initiation of a Safeguard Proceeding Concerning Certain Electrical Appliances

According to a communication just circulated by the World Trade Organization (WTO), the Undersecretariat for Foreign Trade of Turkey (the Authority) has initiated a safeguard investigation on imports of certain electrical appliances, irrespective of the products' country of origin. DETAILS

  1. Salient points regarding the safeguard proceeding are set out below - 

(a) Date of Initiation : 19 December 2007
(b) Product Coverage :

Certain electrical appliances, including :

  1. vacuum cleaners for a voltage of less than 110 volts;

  2. food grinders and mixers, and fruit or vegetable juice extractors;

  3. meat grinders;

  4. hair dryers (other than hair hoods);

  5. toasters;

  6. deep fat fryers; and

  7. kettles,

currently classified within Turkish Customs Tariff Schedule 8508.11.00.00.19, 8509.40, 8509.80.00.00.00,
8516.31.90.00.00, 8516.60.90.00.11, 8516.72.00.00.00,
8516.79.20.00.00 and 8516.79.70.00.00.

(c) Procedures :

Interested parties should make themselves known in writing and submit their views and questionnaire replies, or any other information to the Authority within 30 days from 19 December 2007. They can also apply to be heard within 30 days from 19 December 2007.

BACKGROUND

  1. The Authority initiated the proceeding on the basis of a safeguard petition lodged by Turkish industry. Information available to the Authority indicates that there has been sharp increase in import of the products concerned both in absolute terms and relative to domestic production or consumption, and reduction in domestic production, sales volume, market share and profitability.
