Commercial Information Circular No. 301/2008

European Union (EU) * : Pre-registration of REACH

Further to Commercial Information Circular No. 254/2008 of 30 April 2008, the pre-registration period of REACH has begun on 1 June until 1 December 2008. Details of pre-registration can be found at the following website:

DETAILS

  1. Pre-registration is the process whereby EU manufacturers, producers/importers of chemical substances on its own, in preparations, in containers/carrying materials, and articles with substances intended to release can submit a brief set of information to the European Chemicals Agency (ECHA) in order to benefit from the extended registration deadlines. It can only be carried out electronically via the REACH-IT portal on the ECHA website at
    https://echa.europa.eu/support/dossier-submission-tools/reach-it.
  2. Non-EU manufacturers cannot pre-register/register directly the substances that are exported to the EU. The registration should be done by EU importers or the "only representative" appointed by the non-EU manufacturer. Nevertheless, local manufacturers or traders may be requested by their EU importers to provide information for the pre-registration.   3. Registration will begin in phases starting from 1 December 2008. Registration obligations and information required in the registration dossier are set out in the guidance document for registration at
