European Union (EU)* : Initiation of a Partial Interim Review of the Anti-dumping Measures on Imports of Certain Castings Originating in the Mainland of China

Further to Commercial Information Circular No. 289/2005 of 2 August 2005, the European Commission (the Commission) has published a notice to initiate a partial interim review of the anti-dumping measures imposed on imports of certain castings originating in the Mainland of China. DETAILS

Grounds for the Review

  1. The review is initiated at the request of the Eurofonte (the applicant), and is limited to the examination of the product scope as regards the clarification of whether certain product types fall within the scope of the anti-dumping measures on certain castings.

  2. The applicant alleges that there is a lack of clarity as to the scope of the anti-dumping measures. Reference is made to certain castings of grey and ductile iron. The applicant alleges that the product scope should be clarified as far as castings of ductile iron are concerned and in particular whether these kind of castings fall within the definition of the product concerned.

Review Procedures

  1. Salient points of the partial interim review are set out below -
(a) Date of Publication of the Notice of Initiation : 20 March 2008
(b) Product Coverage :

Castings of non-malleable cast iron of a kind used to cover and/ or to give access to ground or sub-surface systems, and parts thereof, whether or not machined, coated or painted or fitted with other materials, excluding fire hydrants, currently classifiable within CN codes 7325 10 50, 7325 10 92 and ex 7325 10 99 (these CN codes are given for information only).

(c) Procedures :

In order to obtain information for the investigation, the Commission will send questionnaires to the Community industry, other known producers in the Community, known importers, known users, known exporting producers in the Mainland of China and the authorities of the Mainland of China.

All interested parties must make themselves known, present their views and submit questionnaire replies or any other information within 40 days from 20 March 2008, unless otherwise specified. They may also apply to be heard by the Commission within 40 days from 20 March 2008.

(d) Investigation Schedule :

Investigation will be concluded within 15 months from 20 March 2008.

BACKGROUND

  1. Definitive anti-dumping duty on imports of certain castings originating in the Mainland of China has been imposed since 30 July 2005 at a rate of 47.8% of the net, free-at-Community-frontier price before duty (except for ten companies with individual duty ranging from 0% to 37.9%).
