Commercial Information Circular No. 423/2007

European Union (EU)* : Registration of Certain Prepared or Preserved Citrus Fruits (Namely Mandarin, etc.) Originating in the Mainland of China

The European Commission (the Commission) has published a regulation making imports of certain prepared or preserved citrus fruits originating in the Mainland of China subject to registration. The regulation can be accessed through the following link:

DETAILS

  1. Salient points are set out below -

(a) Product :

Prepared or preserved mandarins (including tangerines and satsumas), clementines, wilkings and other similar citrus hybrids, not containing added spirit, whether or not containing added sugar or other sweetening matter, and as defined under CN heading 2008, falling within CN codes 2008 30 55, 2008 30 75 and ex 2008 30 90 (TARIC codes 2008 30 90 61, 2008 30 90 63, 2008 30 90 65, 2008 30 90 67 and 2008 30 90 69).

(b) Effective Date : 9 November 2007
(c) Duration : Nine months
(d) Time Limits for Comment :

All interested parties are invited to make their views known in writing, to provide supporting evidence or to request to be heard within 20 days from 6 November 2007.

BACKGROUND

  1. Imports of prepared or preserved citrus fruits originating in the Mainland of China have been subject to definitive safeguard measures since 11 April 2004 and the measures will expire on 8 November 2007. 
     

  2. On 20 October 2007, the Commission initiated an anti-dumping investigation concerning the imports of the product concerned originating in the Mainland of China, having received a complaint from the Spanish National Federation of Associations of Processed Fruit and Vegetables (FNACV). The investigation will be concluded within 15 months from 20 October 2007 (for details, please refer to Commercial Information Circular No. 385/2007). 
     

  3. In response to the request of FNACV, the Commission has decided to register the imports of the product concerned to ensure that, should the investigation result in findings leading to the imposition of anti-dumping duties, those duties can be levied retroactively.
