Commercial Information Circular No. 377/2007

European Union (EU)* : Import Arrangements in 2008 for Chinese Textiles and Clothing Products currently under the EU/Mainland Memorandum of Understanding

The European Commission ("the Commission") announced on 9 October 2007 that it had reached agreement with the Ministry of Commerce of the People's Republic of China to implement a system of joint import surveillance in respect of specific textiles and clothing (T&C) products from the Mainland of China (the Mainland). The new system will operate for one year in 2008.

DETAILS

  1. The EU and the Mainland signed a Memorandum of Understanding (MOU) on 11 June 2005, under which 10 categories of T&C exports from the Mainland are subject to quantitative restrictions until end-2007. On 9 October 2007, the Commission announced that both sides had decided to put in place a system of joint import surveillance following the end of quantitative restrictions.   1. The new system will apply to the following eight product categories covered by the EU/Mainland MOU and will operate for one year in 2008:

Category 4

T-shirts

Category 5 

Pullovers

Category 6

Men's trousers

Category 7

Blouses

Category 26

Dresses

Category 31

Brassieres

Category 20

Bed linen

Category 115

Flax yarn


The Commission indicated that the imports of the aforesaid products will be closely monitored but their level of import will not be restricted. The new system, administered by EU Member State licensing offices, will track the issuing of licences for export in the Mainland and the importation of relevant goods into the EU. The system will be formally adopted by the Commission in the days ahead.

  1. While Category 2 (cotton fabrics) and Category 39 (table + kitchen linen) are not covered by the new system, the quantitative restrictions currently imposed on these two categories will also terminate on 1 January 2008.
