Commercial Information Circular No. 29/2007

European Union (EU)* : Directive on Electrical Equipment Designed for Use within Certain Voltage Limits

The European Commission has adopted a Directive to replace the Directive 73/23/EEC concerning electrical equipment designed for use within certain voltage limits. Details are set out in Directive 2006/95/EC (the Directive), copy (pdf format) of which is attached to this Circular for reference.

DETAILS

  1.  
  2. Electrical equipment subject to the provisions of this Directive includes any equipment designed for use with a voltage rating between 50 and 1000 V for alternating current, and between 75 and 1500 V for direct current, other than those listed in Annex II of the Directive.
     
  3. According to the Directive, EU Member States should take appropriate measures to ensure that electrical equipment may be placed on the market only if the equipment has been constructed in accordance with good engineering practice in safety matters in force in the European Community. These appropriate measures include :
    1. complying to harmonised standards;
       
    2. in the absence of harmonised standards, complying to the safety provisions of the International Commission on the Rules for Approval of Electrical Equipment (CEE) or of the International Electrotechnical Commission (IEC) accepted by the EU; or
       
    3. in the absence of i) and ii), complying to relevant provisions of the standards in force in the EU Member State.

The lists of i) and ii) shall be published in the Official Journal of the EU.

  1. Before being placed on the market, the electrical equipment must have affixed to it the CE marking attesting to its conformity to the provisions of the Directive.
