Commercial Information Circular No. 28/2007

European Union (EU)* : Good Manufacturing Practice for Material and Articles Intended to Come into Contact with Food

Further to Commercial Information Circular No. 503/2005 of 3 December 2005, the European Commission has adopted a Regulation concerning the good manufacturing practice for materials and articles intended to come into contact with food. Details are set out in Commission Regulation (EC) No. 2023/2006 (the Regulation), copy (pdf format) of which is attached to this Circular for reference.

DETAILS

  1. According to Regulation 1935/2004 on materials and articles intended to come into contact with food, materials and articles should be manufactured in compliance with good manufacturing practice (GMP) so that, under normal or foreseeable conditions of use, they do not transfer their constituents to food in quantities which could endanger human health, bring about an unacceptable change in the composition of the food or deterioration in the organoleptic characteristics thereof. While some sectors of industry have established GMP, some others have not. To ensure uniformity, the European Commission published a set of rules on good manufacturing practice applying to all sectors and all stages of production. Details are set out in the Regulation.
     
  2. Separately, the Regulation also specifies in its Annex (pdf format) the detailed rules on good manufacturing practice for processes involving printing inks and printed materials and articles.
