Commercial Information Circular No. 83/2006

European Union (EU)*: Tariff Quota for Garlic 

Further to Commercial Information Circular No. 80/2002 of 19 April 2002, the European Commission (the Commission) has adopted a Regulation opening and providing for the administration of tariff quota for garlic imported from third countries. Details are set out in Commission Regulation (EC) No. 393/2006 (the Regulation), a copy (pdf format) of which is attached to this circular for reference. 

DETAILS

  1. Commercial Information Circular No. 80/2002 informed the trade of the rules laid down by the Commission for managing tariff quota for garlic imported from third countries, including the mainland of China. The tariff quota allows garlic to be imported into the EU at reduced duty rate up to the quota limit. Arising from the enlargement of the EU on 1 May 2004, the Commission has made open from 1 April 2006 an autonomous and temporary import tariff quota of 4,400 tonnes for fresh or chilled garlic falling within CN code 0703 2000. The purpose is to ensure uninterrupted supplies of garlic to the enlarged EU market. The ad valorem duty applicable to garlic imported under the autonomous quota is 9.6%. The normal duty rate will resume when imports reach the quota limit.

  2. The autonomous quota will be apportioned between traditional importers and new importers in the ratio of 70:30 and import licences issued shall be valid until 30 June 2006. For full details of the licensing arrangement, please refer to the attached Regulation.
