Dear Sirs,

Commercial Information Circular No. 457/2006

European Union (EU) * : Termination of the Anti-dumping Proceeding Concerning Imports of Cathode-ray Colour Television Picture Tubes Originating in, inter alia, the Mainland of China

Further to Commercial Information Circular No. 20/2006 of 11 January 2006, the European Commission (the Commission) published a decision to terminate the anti-dumping proceeding concerning imports of cathode-ray colour television picture tubes originating in, inter alia, the Mainland of China. A copy of the decision is at Annex (pdf format) for reference.

DETAILS

  1. The Commission's investigation found that the Community industry has suffered material injury and that dumped imports from, inter alia, the Mainland of China may have exterted a downward pressure on the Community industry's sales prices, and may have had some consequent negative impact on the overall situation of the Community industry. However, the Community industry's situation mainly worsened during the investigation period (i.e. January - December 2005), during which time the presence of dumped imports actually declined in terms of both volumes and market share and the prices of dumped imports recovered. The Commission concluded that a causal link between the injury suffered by the Community industry and the dumped imports could not sufficiently be established, and that the anti-dumping proceeding should be terminated.

BACKGROUND

  1. The Commission initiated the proceeding on 11 January 2006 on the basis of a complaint lodged by the Taskforce against unfair business in Europe, representing a major proportion of the total Community production of cathode-ray colour television picture tubes. It was alleged that imports of the product concerned were being dumped, thereby causing material injury to the Community industry.
