Commercial Information Circular No. 426/2006

European Union (EU)* : Tariff Quota on Imports of Garlic Originating
in the Mainland of China

Further to Commercial Information Circular No. 306/2006 of 9 August 2006, we have received information concerning the issue of import licenses by the European Commission (the Commission) for garlic originated in the Mainland of China. Details are set out in Commission Regulation (EC) No. 1574/2006 (the Regulation), a copy (pdf format) of which is attached to this circular for reference.

DETAILS

  1. Commercial Information Circular No. 490/2005 of 30 November 2005 informed the trade, among other things, of the Commission's rules for managing tariff quota# for garlic (CN code 0703 2000) originating in the Mainland of China. Since the applications lodged during the first five working days of October 2006 already exceeded the available quantities of tariff quota, the Commission has enacted the Regulation announcing that :
  1. import licence applications for garlic originating in the Mainland of China lodged during the first five working days of October 2006 and sent to the Commission by 16 October 2006 shall be issued at the rate of 30.890% and 0.958% of the applied quantities for traditional importers and new importers respectively; and
  1. applications lodged after the first five working days of October for the quarter running from 1 November 2006 to 28 February 2007 shall be rejected.

# The tariff quota allows garlic to be imported into the EU at reduced duty rate up to the quota limit. The normal duty rate will resume when imports reach the quota limit.
