Commercial Information Circular No. 289/2006

European Union (EU)* : Tariff Quota for Garlic

Further to Commercial Information Circular No. 490/2005 of 30 November 2005, the European Commission (the Commission) has adopted a Regulation increasing the tariff quota for garlic imported from China and revising certain provisions on Commission Regulation (EC) No 1870/2005. Details are set out in Commission Regulation (EC) No 991/2006 (the Regulation), a copy (pdf format) of which is attached to this circular for reference.

DETAILS

  1. Commercial Information Circular No. 490/2005 informed the trade that the European Commission (the Commission) opened and provided for the administration of tariff quotas for garlic (CN code 0703 20 00) imported from third countries, including Mainland of China. The tariff quota allows garlic to be imported into the EU at reduced ad valorem duty rate of 9.6%. The normal duty rate will resume when imports reached the quota limit. The tariff quota will be apportioned between traditional importers and new importers in the rate of 70:30.

  2. The Commission recently approved to increase the tariff quota of garlic for Mainland of China. The revised quota is set out at Annex I  (pdf format) of the Regulation. Certain provisions of Commission Regulation (EC) No 1870/2005 concerning the reference quantity, definitions of importers, import licence applications and information supplied by the Commission are also revised for clarification.
