Commercial Information Circular No. 84/2005

European Union (EU)* : Amendment to the Revised Entry Requirements of Certain Wood Packaging Material

Further to Commercial Information Circular No. 65/2005 of 28 February 2005, the Council of the EU has adopted a Directive to postpone the entry into force of the requirement to use debarked round wood for wood packaging material for one year until 1 March 2006. Details are set out in Council Directive 2005/15/EC (the Directive), a copy of which is attached (pdf format) to this circular for reference.

DETAILS

  1. Commercial Information Circular No. 65/2005 informed the trade of the revised entry requirements of certain wood packaging material into the EU from 1 March 2005 onwards. One of the entry requirements is that wood packaging material including wood used to wedge or support non-wood cargo should be made from debarked round wood (i.e. the debarking requirement). However, certain third countries have requested the EU to consider alternative methods to the debarking requirement. In view of this, research is now under way on various technical aspects of debarking wood, in particular the efficiency of 'pest risk reduction' of debarking. While awaiting the research results, the EU authorities considered it appropriate to postpone the application of the debarking requirement for one year and therefore adopted the Directive to announce that the debarking requirement for wood packaging material shall only apply from 1 March 2006.
