European Union (EU)* : Result of Expiry Review of the Anti-dumping Measures on Imports of Steel Ropes and Cables Originating in, inter alia, the Mainland of China

Further to Commercial Information Circular No. 205/2004 of 21 August 2004, the Council of the EU has published a regulation announcing the decision to maintain the anti-dumping duty imposed on imports of steel ropes and cables originating in, inter alia, the mainland of China consequent to an expiry review; and also to extend the said anti-dumping duty to imports of the same products consigned from Morocco, whether declared as originating in Morocco or not. A copy of the regulation is at Attachment (pdf format) for reference. Salient points are set out below -

(a) Product: Steel ropes and cables including locked coil ropes, excluding ropes and cables of stainless steel, with a maximum cross-sectional dimension exceeding 3mm, falling within CN codes ex 7312 10 82 (TARIC code 7312 10 82 19), ex 7312 10 84 (TARIC code 7312 10 84 19), ex 7312 10 86 (TARIC code 7312 10 86 19), ex 7312 10 88 (TARIC code 7312 10 88 19)and ex 7312 10 99 (TARIC code 7312 10 99 19).
(b) Rate of Duty: 60.4% of the net, free-at-Community-frontier price before duty.
(c) Effective Date: 17 November 2005.
(d) Duration: Five years.

BACKGROUND

  1. Definitive anti-dumping duty on imports of steel ropes and cables originating in, inter alia, the mainland of China has been imposed since 18 August 1999. The rate of duty is 60.4% of the net, free-at-Community-frontier price before duty. 
     
  2. On 17 May 2004, the Liaison Committee of European Union Wire Rope Industries requested an expiry review alleging that there would be a continuation or recurrence of dumping and injury to the Community industry with the expiry of the anti-dumping duty. The Commission therefore initiated an expiry review on 17 August 2004. The anti-dumping duty remained in force pending the outcome of the expiry review.
     
  3. Based on the findings of a circumvention investigation, the Council further extended, with effect from 31 October 2004, the definitive anti-dumping duty imposed on imports of steel ropes and cables originating in the mainland of China to imports of the same products consigned from Morocco, whether declared as originating in Morocco or not (TARIC codes 7312 10 82 12, 7312 10 84 12, 7312 10 86 12, 7312 10 88 12 and 7312 10 99 12 respectively).
