European Union (EU) * : Directive on Eco-design Requirements
for Energy-using Products

The European Commission (the Commission) has adopted a framework Directive on Community eco-design requirements for energy-using products. The main objective of the Directive is to achieve a high level of protection for the environment. Details are set out in Directive 2005/32/EC (the Directive), a copy of which is attached (pdf format) to this circular for reference.

DETAILS

  1. The Directive sets out the broad principles and criteria for setting Community eco-design requirements for energy-using products, which aim at minimising the environmental impact of these products throughout their whole life cycle. Under the Directive, "energy-using product" is defined to include product that is dependent on energy input (electricity, fossil fuels and renewable energy sources) to work as intended. Means of transport for persons or goods are not covered under the Directive. In accordance with the guidelines stated in the Directive, the Commission will adopt implementing measures to lay down eco-design requirements for individual products. The measures adopted will govern areas on raw materials, energy consumption, emissions to air/water/soil, etc.
  1. Besides, the Directive has stipulated certain general requirements for energy-using products to fulfil in order for them to be placed on the market and/or put into service. For details of the general requirements such as marking and declaration of conformity, conformity assessment and provision of consumer information, please refer to the attached Directive.
  1. Member States are required to transpose the Directive into their national laws before 11 August 2007. We shall keep the trade informed when the EU authorities have promulgated the implementing measures.
