European Union (EU)* : Notices Concerning the Anti-dumping Measures on Imports of Potassium Permanganate Originating in the Mainland of China

Further to Commercial Information Circular No. 206/2004 of 25 August 2004, the European Commission (the Commission) has published two notices concerning the anti-dumping measures on imports of potassium permanganate originating in the mainland of China. Copies of the two notices are at Annexes I & II (pdf format) for reference.

DETAILS

Recent Developments

2. The Commission published a notice on 19 August 2004 to invite interested parties to comment on the alleged changes to the Community industry, in particular the close down of the sole producer of potassium permanganate and the possible existence of at least one other producer of potassium permanganate within the new Member States of the Community, and hence the necessity of maintaining the anti-dumping measures. Based on the findings of the examination, the Commission concluded that a Community industry still exists and that there is no reason why the anti-dumping measures in force should be repealed. Details are set out in the notice at Annex I (pdf format). 

Impending Expiry

3. In addition, the Commission has published a notice concerning the impending expiry of the anti-dumping measures on imports of potassium permanganate originating in the mainland of China. Unless a review is initiated in accordance with the procedure set out in section 2 of the attached notice at Annex II (pdf format), the anti-dumping duty in question will expire on 16 February 2006.

Background

4. Definitive anti-dumping duty on imports of potassium permanganate originating in the mainland of China has been imposed since 20 November 1994. The rate of duty is EUR 1.26 per kg. Consequent to an expiry review, the definitive anti-dumping duty has been extended for another five years from 16 February 2001.
