European Union (EU)* : Result of Expiry Review of the Anti-dumping Measures on Imports of Furfuraldehyde Originating in the Mainland of China

Further to Commercial Information Circular No. 316/2003 of 24 December 2003, the Council of the EU (the Council) has published a regulation announcing the decision to maintain the anti-dumping duty imposed on imports of furfuraldehyde originating in the mainland of China consequent to an expiry review. A copy of the regulation is at Annex (pdf format) for reference. Salient points are set out below-

(a) Product : 2-furaldehyde (also known as furfuraldehyde or furfural) falling within CN code 2932 12 00
(b) Rate of Duty : EUR 352 per tonne
(c) Effective Date : 29 April 2005
(d) Duration : Five years

BACKGROUND

  1. The Council imposed on 22 January 1995 a definitive anti-dumping duty on imports of furfuraldehyde originating in the mainland of China at a rate of EUR 352 per tonne. Following an interim review, the duty had been extended for another four years starting from 23 December 1999.
     
  2. On 19 September 2003, a Community producer, Furfural Espanol SA, requested an expiry review alleging that there would be a continuation or recurrence of dumping and injury to the Community industry with the expiry of the anti-dumping duty. The Commission therefore initiated an expiry review on 18 December 2003. The anti-dumping duty remained in force pending the outcome of the expiry review.
