Commercial Information Circular No. 11/2005

European Union (EU)* : Result of Expiry Review of the Anti-dumping Measures on Imports of Tungsten Carbide and Fused Tungsten Carbide Originating in the Mainland of China

Further to Commercial Information Circular No. 105/2003 of 11 April 2003, the Council of the EU (the Council) has published a regulation announcing the decision to maintain the anti-dumping duty imposed on imports of tungsten carbide and fused tungsten carbide originating in the mainland of China consequent to an expiry review. A copy of the regulation is at Annex (pdf format) for reference. Salient points are set out below-

(a) Product : Tungsten carbide and fused tungsten carbide classifiable under CN code 2849 9030 (this CN code is given for information only).
(b) Rate of Duty : 33% of the net, free-at-Community-frontier price before duty
(c) Effective Date : 1 January 2005
(d) Duration : Five years

BACKGROUND

  1. The Council imposed on 10 April 1998 a definitive anti-dumping duty on imports of tungsten carbide and fused tungsten carbide originating in the mainland of China at a rate of 33% of the net, free-at-Community-frontier price before duty.
  1. On 9 January 2003, the Community producers requested an expiry review alleging that there would be a continuation or recurrence of dumping and injury to the Community industry with the expiry of the anti-dumping duty. The Commission therefore initiated an expiry review on 8 April 2003. The anti-dumping duty remained in force pending the outcome of the expiry review.
