Commercial Information Circular No. 289/2004

European Union (EU)* : Imposition of a Definitive Anti-dumping Duty on Imports of Okoume Plywood Originating in the Mainland of China

Further to Commercial Information Circular No. 138/2004 of 22 May 2004, the Council of the EU has published a regulation to impose a definitive anti-dumping duty on imports of okoumé plywood originating in the mainland of China. A copy of the regulation is at Attachment (pdf format) for reference. Salient points are set out below -

(a) Product : Plywood consisting solely of sheets of wood, each ply not exceeding 6 mm thickness, with at least one outer ply of okoumé not coated by a permanent film of other materials, falling within CN code ex 4412 13 10 (TARIC code 4412 13 10 10).
(b) Rate of Duty : 66.7% of the net, free-at-Community-frontier price before duty (except for four companies with individual duty ranging from 6.5% to 23.5%).
(c) Effective Date : 13 November 2004
(d) Collection of Provisional Duty : Amounts secured by way of provisional anti-dumping duties imposed since 19 May 2004 will be definitively collected at the rate of the definitive anti-dumping duties. Any amount secured in excess of the definitive duty rates will be released. Where the definitive duties are higher than the provisional duties, only the amounts secured at the level of the provisional duties will be definitively collected. Amounts secured for the import of film-faced okoumé plywood will be released.
