European Union (EU) * : Extension of the Definitive Anti-dumping Duty Imposed on Imports of Steel Ropes and Cables Originating in, inter alia, the Mainland of China to Imports of the Same Products Consigned from Morocco, Whether Declared as Originating in Morocco or Not

Further to Commercial Information Circular No. 51/2004 of 28 February 2004, the Council of the EU (the Council) has published a regulation to extend the definitive anti-dumping duty imposed on imports of steel ropes and cables originating in the mainland of China to imports of the same products consigned from Morocco, whether declared as originating in Morocco or not. DETAILS

  1. The European Commission (the Commission) published a regulation on 18 February 2004 to initiate an investigation into the alleged circumvention of anti-dumping measures imposed on imports of steel ropes and cables originating in the mainland of China by imports of the same products consigned from Morocco.
  2. Based on the findings of the circumvention investigation, the Council has decided that with effect from 31 October 2004, the definitive anti-dumping duty imposed on imports of steel ropes and cables originating in the mainland of China, falling within CN codes ex 7312 10 82, ex 7312 10 84, ex 7312 10 86, ex 7312 10 88 and ex 7312 10 99, is extended to imports of the same products consigned from Morocco, whether declared as originating in Morocco or not (TARIC codes 7312 10 82 12, 7312 10 84 12, 7312 10 86 12, 7312 10 88 12 and 7312 10 99 12 respectively).
  3. Producers concerned which intend to lodge a request for an exemption from the extended anti-dumping duty are required to complete a questionnaire in order to enable the Commission to determine whether an exemption may be warranted. Requests for exemption should be made in writing in one of the official languages of the Community and must be signed by a person authorised to represent the applicant. The request must be sent to the following address:

  4. With the extension of the anti-dumping duty, the registration requirement of imports of steel ropes and cables consigned from Morocco, whether declared as originating in Morocco or not, falling within CN codes ex 7312 10 82, ex 7312 10 84, ex 7312 10 86, ex 7312 10 88 and ex 7312 10 99 (TARIC codes 7312 10 82 12, 7312 10 84 12, 7312 10 86 12, 7312 10 88 12 and 7312 10 99 12), is discontinued.
  5. Definitive anti-dumping duty on imports of steel ropes and cables originating in, inter alia, the mainland of China has been imposed since 18 August 1999. The rate of duty is 60.4% of the net, free-at-Community-frontier price before duty.
