Commercial Information Circular No. 148/2004

European Union (EU)* : Generalised Scheme of Tariff Preferences

Further to Commercial Information Circular No. 83/2004 of 30 March 2004, the European Commission (the Commission) has published a regulation (copy at Attachment) to amend the annexes (pdf format) of the Council Regulation applying the Generalised Scheme of Tariff Preferences (GSP).

DETAILS

  1. Under the GSP scheme, the EU accords tariff preferences to a range of agricultural and industrial products originating in 179 developing economies. The purpose is to encourage them to increase and diversify their exports. While Hong Kong has graduated from the scheme since 1 May 1998, the mainland of China continues to be one of its beneficiaries.

  2. The Commission defines and amends the classification of goods in its commodity classification system, the Combined Nomenclature (CN) from time to time. It has recently consolidated the corresponding amendments affecting the lists of GSP eligible products. Those amendments are applied from 1 January 2004 and the product sectors concerned include iron or steel, other base metals and articles of base metal, pineapples not containing added spirit, acrylic acid, etc. Details are set out in the Annex (pdf format) of the Attachment.
