European Union (EU)* :Tariff Quotas for Garlic

The European Commission (EC) has adopted a Regulation establishing the method for managing tariff quotas and introducing a system of certificates of origin for garlic imported from third countries. A copy of the Commission Regulation (EC) No. 565/2002 is appended (pdf format) to this Circular for reference.

DETAILS

  1. The Regulation lays down the rules for managing tariff quotas for garlic (CN code 0703 2000) imported from three origins, viz. Argentina, China and all other third countries, as set out in Annex I of the Regulation. The tariff quotas allow garlic from the three origins be imported into the EU at reduced duty rate up to the quota limit for each quarter. The normal duty rate will resume when imports reach the quota limit.

  2. All imports under the quotas shall be subject to the presentation of an import licence which may only be lodged by importers after fulfilling certain conditions. For imports of garlic originated in countries listed in Annex II of the Regulation, viz. Lebanon, Iran, United Arab Emirates, Vietnam and Malaysia, they have to be accompanied by a certificate of origin and fulfil the condition that the product has been transported directly from that country to the Community.
