European Union (EU)* :Initiation of Partial Interim Reviews of the Anti-dumping Measures on Imports of Certain Products Originating in the Mainland of China

The European Commission (EC) has initiated partial interim reviews of the anti-dumping measures imposed on imports of certain products originating in the mainland of China. Details of the anti-dumping measures under review and the products concerned are summarised at Annex 1.

DETAILS

  1. Some of the anti-dumping measures in question are in the form of a minimum import price which do not differentiate between sales made to related parties and sales made to unrelated parties, or between first sales and successive sales to the Community. Allegedly, that can lead to enforcement problems and the measures in force do not appear sufficient to counteract the dumping which is causing injury. The other anti-dumping measures in question do not cater for situations where imported goods have been damaged before entry into free circulation in the Community. The EC therefore initiated the partial interim reviews on its own initiative in order to examine the appropriateness of these anti-dumping measures. Copies of the notice initiating the reviews are at Annexes 2 - 10 for reference. Salient points are set out below -

    (b) Scope of Review:

    Limited to the form of the anti-dumping measures.

    (c) Procedures :

    In order to have the views of interested parties on the review, the EC will contact the Community industry, any association of producers in the Community, exporters/producers, any association of exporters/ producers, importers, any association of importers which cooperated in the investigation leading to the measures subject to the present review, and the authorities of the mainland of China.

    All interested parties may make their views known in writing, submit information and provide supporting evidence to the EC, and apply to be heard by the EC within 40 days from 13 June 2002 unless otherwise specified.

  2. The existing anti-dumping measures will remain valid until completion of the partial interim reviews. The current rates of the anti-dumping measures in force are shown at Annex 1.
