Commercial Information Circular No. 94/01

European Union (EU)*: Community Eco-label Award Scheme

Further to Commercial Information Circular No. 89/00 of 4 July 2000, the European Commission (EC) has revised the product definition and criteria for the award of the Community eco-label to tissue-paper products. A copy of the Commission Decision (2001/405/EC) published on 29 May 2001 is appended (pdf format )to this Circular for reference.

DETAILS

  1. The product definition and eco-label criteria for tissue-paper products were first established in January 1998. The current revision reflects the developments in the market. The product group is now defined as "sheets or rolls of tissue paper fit for use for personal hygiene, absorption of liquids and/or cleaning of soiled surfaces. The tissue product normally consists of creped or embossed paper in one or several plies. The fibre content of the product shall be at least 90%. Laminated tissue products and wet wipes are excluded from the product group". The revised eco-label criteria mainly cover emissions to water or air, energy use, the use of hazardous chemical substances and product safety.

  2. The revised product group definition for tissue-paper products and its eco-label criteria will be valid for five years. In the mean time, the original product definition and criteria established in 1998 shall continue to be valid for twelve months, allowing companies that have been awarded the eco-label for their products to adapt the products to comply with the revised criteria.
