Commercial Information Circular No. 760/2013

Indonesia : Safeguard Measure on Seamless Pipe Casing and Tubing

According to a communication circulated by the World Trade Organization (WTO), Indonesia has imposed safeguard measure on the imports of seamless pipe casing and tubing classified under the Indonesian Harmonised System (HS) code Ex. 7304.29.00.90. The communication (with document symbol G/SG/N/8/IDN/14/Suppl.1) can be obtained from the WTO's website at < http://docsonline.wto.org >.

DETAILS

2.Salient points of Indonesia's safeguard measure are set out below – 

(a) Product Coverage :
Seamless pipe casing and tubing made from iron or steel, with diameter width from minimum of 2 ⅜ inch to maximum of 14 inch, and with yield strength of equal or more than 75,000 pounds per square inch (psi), worked or un-worked pipe-end, under HS code Ex. 7304.29.00.90.
(b) Duration : 6 August 2013 – 5 August 2017
(c) Additional Duty Rates : Period Safeguard Duty
6 August 2013 – 5 August 2014 Rp 28,439 per kilogram
6 August 2014 – 5 August 2015 Rp 28,001 per kilogram
6 August 2015 – 5 August 2016 Rp 27,564 per kilogram
6 August 2016 – 5 August 2017 Rp 27,126 per kilogram
(d) Exemption :
Imports into Indonesia from a number of developing countries and separate customs territories are not subject to the safeguard measure.  Please refer to the above-mentioned WTO communication for details of the exemption.  In this connection, imports of the concerned products originating from Hong Kong and the Mainland of China are subject to the safeguard measure.
