According to a press release recently issued by the Ministry of Commerce (MOC), the MOC and the General Administration of Customs (GAC) signed on 30 June 2011 the "Memorandum of Cooperation of the MOC and the GAC". A copy of the press release is attached at Appendix (pdf format) for reference.
