Commercial Information Circular No. 163/2011

The Mainland of China : "Guiding Opinions on Further Enhancing the Task of Attracting Foreign Investment" of Dongguan

The People's Government of Dongguan promulgated on 1 March 2011 the "Guiding Opinions on Further Enhancing the Task of Attracting Foreign Investment" ("Opinions"), which is effective from 1 January 2011 to 31 December 2015 and the content includes promoting advanced manufacturing and service industries, cultivating strategic emerging industries, tightening the entry requirements of new projects (such as stop approving new projects of processing with supplied materials, etc), promoting technology upgrade and innovation of enterprises, encouraging enterprises to establish brand names and expand domestic sales, enhancing the investment and trade facilitation mechanism, etc. A copy of the Opinions is attached at Appendix (pdf format) for reference.
