The Ministry of Commerce (MOC) promulgated on 4 May 2009 the "Notice of the Ministry of Commerce on Issues Concerning the Approval and Administration of Foreign Invested Enterprises in Certain Service Industries by Provincial Commerce Departments and National Economic and Technological Development Zones".
