Commercial Information Circular No. 586/2008
The Mainland of China : Suspension of the Standing Book Deposit "Real Transferring" Administration for Processing Trade
The Ministry of Commerce and the General Administration of Customs jointly promulgated Notice No. 97/2008 on 21 November 2008 to announce the adjustment of policy on the restricted products for processing trade, which will take effect from 1 December 2008. Details of the notice include:
Suspension of the standing book deposit "real transferring" policy for the 1853 items restricted from export and 272 items of light and textile industries restricted from import under Notice No. 44/2007 of the Ministry of Commerce and the General Administration of Customs (Notice No. 44/2007).The "real transferring" administration for enterprises of categories A and B will be suspended and "idle transferring" administration will apply; the 100 % "real transferring" administration for enterprises of C category will be maintained.
For 122 items among the catalogue of products restricted from import under Notice No. 44/2007, "real transferring" administration for enterprises of A category will be suspended and "idle transferring" administration will apply; enterprises of B category will be subject to 50% "real transferring" administration; enterprises of C category will be subject to 100 % "real transferring" administration.
Enterprises of categories A and B located in the central and western region will still be subject to "idle transferring" administration in
accordance with the requirement in Notice No. 44/2007.
Household furniture will be removed from the catalogue of restricted products for processing trade.
The requirement concerning newly established enterprises and change of business as stipulated in Notice No. 44/2007 will be suspended.
