The Mainland of China : Notice on Strengthening the Export Administrative Measures on Mainland Cereals and Grain Flour Exported to Hong Kong

The Ministry of Commerce issued a notice recently on strengthening the export administrative measures on Mainland cereals and grain flour exported to Hong Kong, stipulating the requirements related to the implementation scheme for the Mainland and Hong Kong to prevent Mainland cereals and grain flour exported to Hong Kong from further re-exportation. According to the scheme, all Hong Kong importers intending to import Mainland cereals and grain flour should register with the Trade and Industry Department. On the other hand, Mainland export enterprises intending to export Mainland cereals and grain flour to Hong Kong should sign contracts with registered importers of Hong Kong. They shall present the contracts signed with the registered Hong Kong importers or related proof to the Mainland licensing authorities when applying for licences covering exports of cereals and grain flour to Hong Kong. Export licences of cereals and grain flour to Hong Kong are for the exclusive use of exports to Hong Kong. Enterprises are not allowed to re-export the products concerned to other countries or regions by any means. A copy of the notice is attached at Appendix (pdf format) for reference.
