Dear Sirs,

Commercial Information Circular No. 407/2006

The Mainland of China : Final Ruling on Anti-dumping Investigation Against Imports of Polyurethane (Spandex) from Japan, Singapore, the Republic of Korea, the Taiwan
Province and the United States

The Ministry of Commerce (MOC) issued Notice No. 74/2006 on 13 October 2006, announcing the final ruling on the anti-dumping investigation against imports of polyurethane (spandex) from Japan, Singapore, the Republic of Korea, the Taiwan Province and the United States. The relevant tariff codes of the General Administration of Customs are 5402 4920 and 5402 6920.

ANTI-DUMPING MEASURE

  1. The ruling confirmed the existence of dumping regarding the investigated products originated in Japan, Singapore, the Republic of Korea, the Taiwan Province and the United States, and that such dumping had caused material injury to the domestic industry. As a result, the Mainland had decided to impose anti-dumping duties which range from 0% to 61.0% on imports of polyurethane (spandex) from the above regions. The anti-dumping measure would be in place for 5 years from 13 October 2006. For details, please make reference to the notice issued by the MOC at:
    http://www.mofcom.gov.cn/aarticle/b/e/200610/20061003398567.html (Chinese version only).
  2. For details of the initiation of the anti-dumping investigation and the preliminary finding of the case, please refer to CIC No. 131/2005 dated 14 April 2005 and CIC No. 199/2006 dated 24 May 2006 respectively.
