Dear Sirs,

Commercial Information Circular No. 31/2006

The Mainland of China : Final Ruling on Anti-dumping Investigation Against Imports of Dimethyl Cyclosiloxane from Japan, the United States, the United Kingdom and Germany

The Ministry of Commerce issued Notice No. 123/2005 on 16 January 2006, announcing the final ruling on the anti-dumping investigation against imports of dimethyl cyclosiloxane from Japan, the United States, the United Kingdom and Germany. The relevant tariff codes of the General Administration of Customs are 2931 0000 and 3824 9090.

ANTI-DUMPING MEASURE

  1. The ruling confirmed the existence of dumping regarding the investigated products originated in Japan, the United States, the United Kingdom and Germany, and that such dumping had caused material injury to the domestic industry. As a result, the Mainland had decided to impose anti-dumping duties, range from 13% to 22% on imports of dimethyl cyclosiloxane from the above regions. The anti-dumping measure would be in place for 5 years from 16 January 2006.

  2. For details of the initiation of the anti-dumping investigation and the preliminary finding of the case, please refer to our CIC No. 179/2004 dated 19 July 2004 and CIC No. 399/2005 dated 30 September 2005 respectively.
