Dear Sirs,

Commercial Information Circular No. 199/2006

The Mainland of China : Preliminary Finding of Anti-dumping Investigation Against Imports of Polyurethane (Spandex) from Japan, Singapore, the Republic of Korea, the Taiwan Province and the United States

The Ministry of Commerce (MOC) issued Notice No. 33/2006 on 24 May 2006, announcing the preliminary finding of the anti-dumping investigation against imports of polyurethane (spandex) from Japan, Singapore, the Republic of Korea, the Taiwan Province and the United States. The relevant tariff codes of the General Administration of Customs are 5402 4920 and 5402 6920.

PRELIMINARY FINDING

  1.
  2. The preliminary finding reveals that dumping existed regarding the investigated products originated in Japan, Singapore, the Republic of Korea, the Taiwan Province and the United States, with dumping margin ranged from 0% to 61.0%. It is found that such dumping had caused material injury to the domestic industry and that causal link existed. With effect from 24 May 2006, importers have to pass deposit according to the margin of dumping as guarantee to the General Administration of Customs for importation of the concerned products.

  3. Interested parties may submit written representation and supporting evidence to the Ministry of Commerce within 20 days from the date of announcement (i.e. 24 May 2006) for their consideration. For details, please make reference to the notice issued by the MOC at
