The
Mainland of China : Final Ruling on Anti-dumping Investigation Against
Imports of Monoethanolamine and Diethanolamine from Japan, the United
States, Germany, Iran, Malaysia, the Taiwan Province and Mexico
The Ministry of
Commerce issued Notice No. 57/2004 on 14 November 2004, announcing the
final ruling on anti-dumping investigation against imports of monoethanolamine
and diethanolamine from Japan, the United States, Germany, Iran, Malaysia,
the Taiwan Province and Mexico. The relevant tariff codes of the General
Administration of Customs are 2922 1100 and 2922 1200, but monoethanolamine
salts and diethanolamine salts under the two codes are not included.
ANTI-DUMPING
MEASURE
- The ruling confirmed that dumping existed regarding the investigated
products originated in Japan, the United States, Iran, Malaysia, the
Taiwan Province and Mexico, and that such dumping had caused material
injury to the domestic industry. As a result, the Mainland had decided
to impose anti-dumping duties, range from 9% to 74% on imports of monoethanolamine
and diethanolamine from the above regions. The anti-dumping measure
would be in place for 5 years from 14 November 2004.
- During the investigation
period, imports of monoethanolamine and diethanolamine from Germany
amounted to less than 3% of China's total import and the accumulated
total of imports from similar countries (regions) were less than 7%.
As a result, the Ministry of Commerce has ceased the anti-dumping investigation
against imports of monoethanolamine and diethanolamine from Germany.
