Dear Sirs,

Commercial Information Circular No. 250/2004

The Mainland of China : Impending Expiry of Anti-Dumping Measures against Imports
of Cold-Rolled Stainless Steel Sheet from Japan and the Republic of Korea

The Ministry of Commerce issued Notice No. 56/2004 on 13 October 2004, announcing the impending expiry of the anti-dumping measures against imports of cold-rolled stainless steel sheet originated in Japan and the Republic of Korea on 13 April 2005. The relevant tariff listings of the General Administration of Customs are 7219 3100, 7219 3200, 7219 3300, 7219 3400, 7219 3500, 7219 9000 and 7220 2000

  1. According to the "Regulations on Anti-dumping", the duration of levying anti-dumping duty can be suitably extended if a review confirms that the removal of duty would likely cause the continuance or recurrence of the injury to the domestic industries. As such, from the date of announcement (i.e.13 October 2004), domestic enterprises or their representatives may submit applications to the Ministry of Commerce for a review 60 days before the expiry of the anti-dumping measures. The applications should include evidences that injury would be likely to continue or recur if the duty were removed.
  1. If no application for a review is submitted nor the Ministry of Commerce considers warrant to initiate a review before the expiry date of the anti-dumping measures, the anti-dumping measures against imports of cold-rolled stainless steel sheet from Japan and the Republic of Korea will be terminated on 13 April 2005.
  1. For details of the final ruling of the subject anti-dumping case, please refer to our CIC No.16/01 dated 15 January 2001.
