Commercial Information Circular No. 239/2004

The Mainland of China : Regulations on Rules of Origin for Import and Export Goods

The State Council promulgated the "Regulations on Rules of Origin for Import and Export Goods of the People's Republic of China", which will take effect from 1 January 2005. The Regulations are applicable to import and export goods subject to the following circumstances:

  • most-favoured nation treatments
  • anti-dumping, anti-subsidy, safeguard measures
  • an origin marking system
  • quota restraints (including tariff rate quota)
  • government procurement
  • statistics calculation.

A copy of the Regulations is attached at Annex (pdf format)for reference.
