The Mainland of China:Kimberley Process Certification Scheme for International Trade in Rough Diamonds
The State General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), the General Administration of Customs, the Ministry of Foreign Trade and Economic Cooperation, the State Economic and Trade Commission, the Ministry of Foreign Affairs and the Ministry of Land and Resources jointly issued Notice No. 132/2002 on 29 December 2002, which announced the implementation of the Kimberley Process Certification Scheme for International Trade in Rough Diamonds from 1 January 2003.

Rough diamonds subject to the Certification Scheme have been added to the "Catalogue of Commodities Subject to Inspection and Quarantine". Rough diamonds listed under 7102.10, 7102.21 and 7102.31 of the Harmonized System are restricted import and export commodities under the "Administrative Rules of Import and Export". Trade on rough diamonds is restricted among participants of the Kimberley Process. All rough diamond importers, exporters, agents and courier companies involved in carrying rough diamonds are required to register with designated Entry-Exit Inspection and Quarantine Agencies.

The AQSIQ will also designate some Inspection and Quarantine Agencies to handle the application and inspection of rough diamond import/export as well as the issue of customs clearance documents under processing trade activities.
