The Mainland of China :Administrative Rules on the Risk Assessment on Import of Animals, Plants and Related Products

The State General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) promulgated the "Administrative Rules on the Risk Assessment on Import of Animals and Animal-Products" and the "Administrative Rules on the Risk Assessment on Import of Plants and Plant-Products" on 31 December 2002. Both Rules will come into force on 1 February 2003.

  1. The Rules set out the standards of risk assessment and the risk administrative measures on import of animals, plants and related products. The Rules require that risk assessments should be scientific-based; be conducted in a transparent, fair and non-discriminatory manner; and should take into account relevant international standards and recommendations. Assessments should also minimise the negative trade effects and should not result in disguised restrictions on trade. The AQSIQ will determine the appropriate administrative measures according to the result of the risk assessments. Such measures include prohibiting entry of relevant animals, plants and related products, restricting the importing ports and the places for end-use, etc.
