The Mainland of China :Final Ruling
on Anti-dumping Investigation Against Imports of Polyvinyl Chloride from the
United States, the Republic of Korea, Japan, Russia, and the Taiwan Province
The Ministry of Commerce issued Notice No. 48/2003 on 29
September 2003, announcing the final ruling on anti-dumping investigation
against imports of polyvinyl chloride from the United States, the Republic
of Korea, Japan, Russia, and the Taiwan Province. The relevant tariff
listing of the General Administration of Customs is listed under 3904 1000,
but polyvinyl chloride resin under 3904 1000 is not included.
ANTI-DUMPING MEASURE

The ruling confirmed that dumping existed regarding the
investigated products and that such dumping had caused material injury
to the domestic industry. As a result, the Mainland had decided to
impose anti-dumping duties, range from 6% to 84% on imports of polyvinyl
chloride from the United States, the Republic of Korea, Japan, Russia,
and the Taiwan Province. The anti-dumping measure would be in place for
5 years from 29 September 2003. Provisions in a price agreement signed
between Joint Stock Company (Sayanskchimplast) in Russia and the
Ministry of Commerce on 27 September 2003 was applicable to the subject
company with effect from 29 September 2003.
