Dear Sirs,

Commercial Information Circular No. 124/02

The Mainland of China: Rules on Response to Anti-dumping Charges Raised
Against Chinese Exports

The Ministry of Foreign Trade and Economic Cooperation (MOFTEC) issued Decree No. 5/2001 on 11 October 2001, announcing the rules on response to anti-dumping charges raised against Chinese exports. The Rules have been effective since 1 December 2001.

  1. The Rules govern the procedures on notification of possible anti-dumping investigations against Chinese exports and the procedures on responding to anti-dumping investigations and subsequent reviews. The Rules aim to guide domestic enterprises to defend their rights and interests in anti-dumping investigations against Chinese exports. In addition, the Rules stipulate that MOFTEC has designated all import/export-related chambers of commerce as well as trade associations of foreign-invested enterprises to be responsible for coordinating efforts in responding to such anti-dumping charges. A copy of the Rules is reproduced at Annex (pdf format).
