Commercial Information Circular No. 863/2013

Brazil : Modification of Import Tariffs and Establishment of Tariff Rate Quotas on Various Products

The Brazilian government has modified the import tariffs of a number of products, and established tariff rate quotas on certain imports. A summary of the changes is set out as follows:

  1. Import tariffs of an additional 400,000 tonnes of wheat under Southern Common Market (MERCOSUR1 ) Common Classification (NCM) code 1001.99.00 would benefit from duty-free treatment from 9 September 2013 until 30 November 2013. Imports exceeding the quota will be subject to the normal tariff rate of 10%.
  1. Import tariffs of 4,125 tonnes of barium carbonate of at least 90% purity under NCM code 2836.60.00 would benefit from a reduced duty of 2% for 180 days from 10 September 2013. Imports exceeding the quota will be subject to the normal tariff rate of 10%.
  1. Import tariffs of 3 units of other crane lorries under NCM code 8705.10.90 Ex 002 would benefit from a reduced duty of 2% for 180 days from 10 September 2013. Imports exceeding the quota will be subject to the normal tariff rate of 10%.
  1. Certain information technology and telecommunication goods classified in NCM chapters 84-85 and 90 will benefit from a reduced duty of 2% from 17 September 2013 until 31 December 2014.
  1. Certain capital goods classified in NCM chapters 84-87 and 90 will benefit from a reduced duty of 2% from 17 September 2013 until 31 December 2014.
  1. Certain capital goods classified in NCM code 8602.10.00 Ex 009 will benefit from duty-free treatment from 17 September 2013 until 31 July 2014.

2.Pursuant to Commercial Information Circular No. 13/2013 of 7 January 2013 that the Brazilian government established a list of imported products exempted from the value-added tax of 4% on inter-state circulation of imported products, the Brazilian government issued Resolution No. 66/2013 on 9 September 2013 to remove from the list aluminium oxide classified under NCM code 2818.20.10 and aluminium hydroxide classified under NCM code 2818.30.00, and added copper waste classified under NCM code 7404.00.00 to the list.
