Canada : Withdrawal of General Preferential Tariff Entitlement
The Canadian Department of Finance published in the Canada Gazette (Part II, Vol. 147, No. 21) of 9 October 2013 a General Preferential Tariff (GPT) Withdrawal Order (2013 GPT Review) (the Order). The notice is available at: http://www.gazette.gc.ca/rp-pr/p2/2013/2013-10-09/html/index-eng.php.
DETAILS
2. The trade was informed via Commercial Information Circular No. 9/2013 of proposed changes to Canada's GPT Scheme, under which Hong Kong is currently a beneficiary1 . Among others, the Canadian Government intended to modify the list of beneficiaries by withdrawing GPT treatment from economies that were classified for two consecutive years as high income or upper-middle income economies or had a share of world exports that was equal to or greater than 1% for two consecutive years. Based on the above criteria, the Canadian Government intended to withdraw GPT eligibility from a number of economies including Hong Kong, China and Singapore.
3. The Order, among others, announces the withdrawal of entitlement to the benefit of the GPT in respect of all goods that originate in 72 countries, including Hong Kong, China and Singapore, effective January 1, 2015.

1Under the Canadian GPT Scheme, Hong Kong products covered by a Certificate of Origin Form A are entitled to a claim for preferential tariff treatment upon importation into Canada.
