Commercial Information Circular No. 811/2013

Brazil : Conformity Certification Requirements for Various Products

The National Institute of Metrology, Standardization and Industrial Quality (INMETRO) of the Ministry of Development, Industry and Foreign Trade of Brazil issued Decrees in August 2013 to amend the conformity certification requirements or extend compliance dates for various products:

  1. Sound power of Household Electrical Appliances

Pursuant to Commercial Information Circular (CIC) No. 832/2012 of 16 October 2012 that the INMETRO established the conformity certification requirements for the sound power of household electrical appliances, the INMETRO issued Decree No. 388/2013 to extend the compliance dates in respect of the conformity certification requirements applicable to hairdryers, blenders, vacuum cleaners, and other similar devices.

  Compliance Date Application Criteria
(i) 20 February 2014 manufacture and import of such products
(ii) 20 August 2014 domestic sale of such products by manufacturers and importers
(iii) 20 August 2016 domestic sale of such products by all other parties
  1. Air conditioners

The INMETRO issued Decree No. 410/2013 to extend the compliance dates and amended the energy efficiency requirements and the format of the National Energy Conservation Label ("Etiqueta Nacional de Conservação de Energia" (ENCE) in Spanish) for air-conditioners.

  Compliance Date Application Criteria
(i) 20 August 2014 manufacture and import of such products
(ii) 20 February 2015 domestic sale of such products by manufacturers and importers
(iii) 20 August 2015 domestic sale of such products by all other parties

2.The INMETRO issued Decree No. 390/2013 to amend the conformity certification requirements for instantaneous and accumulative water heaters.

3.Pursuant to CIC No. 46/2013 of 15 January 2013 that the INMETRO established the technical requirements for electricity meters, the INMETRO issued Decree No. 401/2013 to add new metrological technical requirements.
