Chile : Phytosanitary Requirements for Maritime Vessels Originating from Northern or Eastern Asia

The Chilean government issued Exempt Resolution No. 4412/2013 on 12 August 2013 to establish new phytosanitary requirements for maritime vessels originating in regions where the Asian gypsy moth ("Lymantria dispar Asiatica" in Spanish) and the Japanese gypsy moth ("Lymantria dispar Japonica" in Spanish) are deemed to exist.

2. The new requirements will apply to maritime vessels (including cargo ships, fishing boats, and tourist, scientific and passenger vessels) that within the past 24 months were in a port in Northern Mainland China from 1 June to 30 September, or other regions in Northern or Eastern Asia located between 60o and 20o latitude north.

3. With effect from 12 February 2014, the maritime vessels are required to present to the first port of arrival in Chile (1) an official phytosanitary certificate issued by the phytosanitary authority in the last port of departure; or (2) a certificate or authorisation issued by a phytosanitary body approved by the Chilean Agricultural and Livestock Service (SAG) ("Servicio Agrícola y Ganadero" in Spanish). The certificate must be written in English or Spanish, and state that the vessel has been inspected and is free of the gypsy moth.

4. The vessels will also be required to provide the Chilean authorities at least 24 hours prior to their arrival with a copy of a list of ports where they have been over the past 24 months.

5. Failure to comply with the above requirements will subject the vessels to enhanced phytosanitary treatment, including inspection, exhaustive cleaning, treatment and re-inspection, etc. The Chilean authorities may also carry out random inspection of vessels which have been in the past 24 months to a port where the gypsy moths are deemed to exist on a date other than the specified period.
